  1. Do you have a torch? The easiest way is to melt the ends of each wire and push them together (fusion welding). Any book on welding will explain the welding process EDIT>><<< If you want to "weld" you need a means of melting the base metal in your case the two wires if you just want to join them you can solder them as stated in the other answer. Welding joins the two pieces by melting each piece and possibly the addition of a filler metal as well. Soldering basically is gluing the two pieces of metal together without melting them. For both you need a heat source either electric or a flammable gas. For welding you need considerably higher temps because as we said earlier welding melts the base metals. A torch is a device used for mixing gases in a contolled way so as to get a flame that you can apply to your work pieces
  2. If you have a soldering iron, you can use silver solder
  3. I am a professional fabricator among many other trades so here is some good advice to help you in a way you will be able to accomplish your goal. First of all, the advice given to you to use a torch is bogus.. because, if you are referring to this as "wire" I presume it will be too thin to take the heat and melt or burn up. The "soldering iron" advice would work but I don't know how much strength this stand will need, so it may not be the best choice.. ** MY ADVICE** There is a product called JB Weld. It is very strong ( not like a 'real weld" but good for what you are doing) It comes in a tube like applicator and you can brace your wires so they won't move, then "jb weld" them together. Then just simply let it set up and it will hold your stand together for you. AND you won't get burned, trying to do things you haven't been trained to do.
